can an individual member of a registered Association demand details of financial accounts on a regular basis before accounts are audited and presented to the General Body?

I live in a building which has 50+ flats. We have formed an association last month. Have 2 queries as below :
1. Is it mandatory to register the assocaiton with registrar of societies ?
2. Assuming it takes 2-3 months to fcomplete the registration of the association , can i collect maintenance charge from current members and keep accounts of the same till the time registration is completed ?
