<p><strong>Service Tax Credits</strong></p>
<p>Here is the workflow for the Service Tax Part.</p>
<p><strong>a. Output Service Tax Suspense</strong></p>
<p>Whenever an invoice is posted in Member Income, the service tax component is posted against this account.</p>
<p><strong>b. Input Service Tax Suspense<br />
</strong></p>
<p>Whenever a vendor invoice is posted, the Service Tax component is posted to this account.</p>
<p><strong>c. Service Tax</strong></p>
<p>When payment is made to Vendor or collection is received, an automatic entry is posted under Service Tax. The net balance on this account forms the Service Tax Credit.</p>
<p>Periodically the Society has to remit the net balance on this account and post it in the ADDA.</p>

<p><strong>TDS </strong></p>
<p>All the TDS entries that were deducted from the vendor payments are now shown under the TDS Tab.</p>
<p>When TDS is remitted to the Government, the entries are to be captured in the following screen and these will appear in the Form 16 report.</p>

<p>Every Housing Society or Apartment Owners Association at its formative stages has to decide on the structure of Society Charges it will collect. It also has to decide on the basis on which the Society Charges will be shared by each Apartment.</p>
<h3>What should be the basis of Calculation for the Society Bill?</h3>
<p>Most debates center around the decision of making the charges on the basis of sq.ft. of each Flat or on a uniform basis where every flat pays equal Society Charges.  This debate gets more pertinent in Societies with high variation in the area of the Flats.</p>
<p>In India, the only <a href="http://apartmentadda.com/blog/the-maharashtra-cooperative-housing-society-bye-laws/" target="_blank">Legislation</a> that provides considerable guidance in this matter is from Maharashtra, approved by the Commissioner for Co-operation and Registrar, Cooperative Societies.</p>
<p>According to this legislation, the Regular Society Charges are to be apportioned in the following Manner:</p>
<p>1.<strong> Expenses on Repairs and Maintenance of the Building(s)</strong>:  At the rate fixed by the general body from time to time, subject to the minimum of 0.75 percent per annum of the construction cost of each flat for meeting expenses of normal recurring repairs.</p>
<p>This implies, this can be charged on a sq.ft. basis, which is an indirect indication of the construction cost of the flat.</p>
<p>2. <strong>Service Charges (Housekeeping, Security, Common Area Electricity, Equipments)</strong>: Equally divided by Number of Flats.</p>
<p>This implies, this can be charged on a flat fee basis, where each Flat pays the same amount irrespective of its area.</p>
<p>3. <strong>Expenses on Repairs and Maintenance of the Lift, including charges for running the Lift:</strong> Equally by all the members, irrespective of the fact whether they use the lift or not.</p>
<p>This is clearly a charge on a flat fee basis.</p>
<p>4. <strong>Sinking Fund:</strong> At the rate decided by the General Body, subject to the minimum of 0.25 percent per annum of the construction cost of each flat.</p>
<p>This again implies a Sq.ft. based fee., as in Item 1.</p>
<p>Apart from the above charges, many Societies collect following Charges as part of their Regular Bill -  Non-Occupancy Charges (for Flats which are Rented, calculated @ 10% of Service Charges), Parking Charges (by number of Parking Slots of each Member), Property Tax, and Water Charges (by actual Consumption of each Flat, or Number of Water Inlets).</p>
<p>The above may help you to design a Member Bill which works best for your Society.</p>
<p>While many Societies Bill their Members exactly by the book, many others combine the charges into 2 major components:</p>
<p>a) <strong>SqFt Based charges</strong>:  Items 1 &amp; 4 above. Expenses on Repairs and Maintenance of the Building(s) AND Sinking Fund.</p>
<p>b) <strong>Equal Charges: </strong>Items 2 &amp; 3 above. Service Charges AND Expenses on Repairs and Maintenance of the Lift.</p>
<h3>What should be the Frequency of the Society Billing?</h3>
<p>Society Billing frequencies in India vary from Monthly, Quarterly, Semi-Annual and Annual. Frequency can be decided based on 3 criteria:</p>
<p>1. Frequency of Major Society Expense Bills.</p>
<p>2. Willingness of Members to pay in Advance.</p>
<p>3. Minimal Administrative Effort to manage the Billing &amp; Collection.</p>
<p>While #1 &amp; #2 above indicate a Monthly frequency most often, #3 above tilts towards Quarterly.    This could also be a reason why Societies with Monthly Billing are increasing opting for <strong><a href="http://apartmentadda.com/features/maintenance-fee#scroll" target="_blank">Automatic Billing &amp; Collection</a></strong> using <a href="http://apartmentadda.com/blog/2010/08/13/apartmentadda-payment-gateway-integration/" target="_blank"><strong>Online Payment Gateway</strong></a>, so it reduces their Administrative Effort to ZERO for Billing and Collections.</p>

<p>Now you can track the inflow and outflow of any inventory that you are interested in tracking &#8211; be it Diesel, Water, CFL bulbs, Chlorine etc. A full history can now be maintained on who added, or withdrew the consumables. Apart from the day-to-day stock-keeping this will also help you in viewing the Trend of Consumables Cost which is one of the most sensitive variable for Budgeting.</p>
<p>Also &#8211; the Asset Tracker has got a longer name now &#8211; &#8220;Asset &amp; Inventory Tracker&#8221; to reflect its full functionality.</p>

<p>Are you faced with Billing situation which goes strictly by the book:</p>

<li>Maintenance Charges by square feet</li>
<li>Corpus Fund by flat fee</li>
<li>Parking charges &amp; Parking Tax by actual number of Parking Slots</li>
<li>Water charges by Number of Water Inlets</li>
<li>Property Tax by which floor the Flat is on</li>
<li>NOC charges depending on the Occupancy of the flats etc.</li>

<p>Overwhelmed and wondering how on earth this can be Automated?</p>
<p>The Solution is here.</p>
<p>Your ADDA has introduced smart flexibility in automatic billing. Head over to Income Tracker &gt; Setup &gt; Autoinvoice Rules and you can now find the following options when you Edit an AutoInvoice Rule.</p>
<p><strong>1. Standard Rule </strong></p>
<p>This is the option that has always existed &#8211; a simple multiplication on the square feet, and/or a flat component.</p>
<p><strong>2. Simple Multiplier</strong></p>
<p>When you want to charge based on the number of parking slots, water inlets or bhk &#8211; you can use this option.</p>
<p><strong>3. NOC Rule<br />
</strong></p>
<p>You can now set Non Occupancy Charges with different rates for Tenanted Flats,  Owner Occupied Flats, Vacant Flats, Builder Occupied Flats etc.</p>
<p><strong>4. Slab Rule</strong></p>
<p>When you want to charge based on a range &#8211; for eg. a charge based for the flats between 3 and 5 floors &#8211; you can use this Rule.</p>
<p>We have also expanded the fields that are captured in a flat :</p>
<p>No. of Bedrooms<br />
No. of Water Inlets<br />
Covered Parking Slots<br />
Open Parking Slots<br />
Floor<br />
Occupancy Status</p>
<p>This could be the closing enhancement of year 2011, a great year that it was!</p>

<p>The Contest was a grand success, check these numbers out!</p>
<p>Number of Photographers participated &#8211; 50</p>
<p>Number of Photos entered &#8211; 162</p>
<p>The shortlisted 107 photos that fit the categories <a href="http://www.apartmentadda.com/home/calendar-contest-2012.php" target="_blank">were put up for voting</a>. Communities that roared up the maximum votes were <a href="http://www.apartmentadda.com/adda/brigade-gateway.php" target="_blank">Brigade Gateway</a>, with a lovely Peacock Rangoli fetching 227 votes, <a href="http://apartmentadda.com/adda/serene-county.php" target="_blank">L&amp;T Serene County</a>, getting 213 votes for its majestic buildings on a canvas of sun n shade, and <a href="http://www.apartmentadda.com/adda/ferns-meadows.php" target="_blank">Ferns Meadows</a> with 113 votes for the dream home of the Photographer amidst Mango orchards.</p>
<p>Congratulations to all the winners, you will be receiving a Unique Calendar to call your own, with your pictures on it!</p>
<p>The photographs are now in the hands of our fabulous Calendar Design team, who will hold the final decision on the size and placing of these pictures on the final desk calendar!  While the winning photographs have a guaranteed inclusion in the calendar, some more photos contributed to this contest may also be included in the calendar!</p>
